How can I pass custom value to one login and get same value in SAML response?

You can solve it with the SAML RelayState parameter:

In order to redirect your users to an specific location after the SSO process, you can send a RelayState parameter with the AuthNRequest (if you are in the SP-initiate SSO flow) or define on the OneLogin SAML connector configuration page a value for the RelayState parameter (if supported for this connector, if not you can always use a SAML Test Connector)

But RelayState can be also used to store a session key, that will be used later on the SP side to retrieve previously stored value.. like the custom value... or you can pass as RelayState the custom_value directly.
